In general you will get more on a higher difficulty, but it has a lot of factors. On normal i've seen a boss drop as low as 3, but as high as 8 for a single kill. Elites randomly drop them as well. You also get an additional bonus for bosses killed. So making it to say 15 in normal can end up being more fragments than making it to 10 on hard ...
